Mr. Cobbina is a Managing Partner at Cicada Consulting, Limited. He leads a team of consultants who work to secure and negotiate consultancy projects in the areas of public sector policy and development reform, institutional restructuring and public-private partnership initiatives. Previously, Mr. Cobbina was a Senior Manager at Shawbell Consulting, Limited, where he led a team of managers, supervisors and assistants to secure and negotiate consultancy projects in the areas of public private-partnership projects and transaction advisory services.

He is an economist by training and with competencies in a wide range of disciplines: finance, debt, resource mobilization, trade, investment, public private partnerships and regional integration. Mr. Cobbina has over ten years’ work experience in teaching, research and working in international organizations. He has worked with the African Development Bank, the United Nations Conference on Trade and Development, and on consultancy assignments in a number of African countries: Kenya, Tanzania, South Africa and Sudan. He has also been a lecturer in International Business Management and Business Policy and Strategy with the GIMPA Business School of the Ghana Institute of Management and Public Administration. Mr. Cobbina has attended and presented papers at conferences and co-authored research work on regional value chains in sub-Sahara African countries.

Mr. Cobbina holds a master’s degree in International Business from the Norwegian School of Economics and Business Administration (Norway); a master’s degree in International Development from the International University of Japan (Japan) as well as a bachelor’s degree in Education and a Diploma in Economics from the University of Cape Coast, Ghana.
